The state suffers from a shortage of caregivers, and officials admit they “struggle with recruiting and retaining” people. During 2021, nearly 7,000 children were placed in out-of-home care. In the 2023 fiscal year, officials had to place hundreds of foster children in emergency housing—like unlicensed hotel rooms—4,570 times.
